not much of a festival, but it's a nice idea... in the midst of a quebec winter, have a small european style festival that gets everyone outdoors in the middle of the city. drink warm drinks, stand by the fire, hear performers and look at art. there was supposed to be fireworks, but i guess we missed that. montrealenlumiere.com
